There is a catch for the development license that can be used from oracle. Dont quote me on this one but the customer who would like to use Oracle Licenses for pure development purpose and they are not sure about whether this development once complete may or may not go in production, then the development free licenses are free.
Case 2: When the development done on the development server is moved to production and still you wanted to continue the development on the development servers, then you will have to buy the full use development linceses.
